Rohtak: In compliance with the directives of the National Green Tribunal and the Commission for Air Quality Management, the Bhiwani district administration has rolled out a comprehensive action plan to prevent incidents of stubble burning across the district.Acting on instructions, deputy commissioner (DC) Sahil Gupta has constituted multi-tier monitoring committees at the district, sub-division, block, and village levels to ensure effective surveillance and enforcement.At the district level, a committee, chaired by the DC, will oversee the entire campaign, including coordination, monitoring, and review. The committee comprises key officials such as the superintendent of police (SP), district revenue officer, district development and panchayat officer, regional officer of the Haryana State Pollution Control Board, deputy director agriculture, and the assistant agricultural engineer.At the sub-divisional level, the sub-divisional officer (civil) has been designated as the nodal officer. The committee includes the deputy superintendent of police, tehsildar, sub-divisional agriculture officer, and representatives of the Pollution Control Board, ensuring regular monitoring and reporting at the field level.At the block level, the monitoring committee consists of the naib tehsildar, block development and panchayat officer, block agriculture officer, and the concerned station house officer or police chowki in-charge. These teams will conduct ground inspections to ensure strict compliance with the norms.At the village level, committees include ADO/BTM/ATM/supervisors, patwari, panchayat secretary, police representatives, and the sarpanch or numberdar. These teams will coordinate directly with farmers, promote awareness, and ensure timely reporting of any violations.DC Sahil Gupta has directed all committees to maintain continuous vigilance, report stubble burning incidents immediately, and ensure prompt action. Regular reviews will be conducted at the district level, and accountability will be fixed for any negligence on the part of officials or staff.The district administration has warned that violators will face penalties, FIRs, and legal action under the Environmental Protection Act and other applicable provisions.Meanwhile, deputy director of agriculture, Vinod Phogat, stated that farmers are being actively sensitised about alternative stubble management practices.
