The Ministry of Higher Education and Scientific Research (MoHESR) has introduced a revised Outcome-Based Evaluation Framework (OBEF), shifting how universities are assessed by placing graduate employment and skills outcomes at the centre of performance measurement.
Under the updated framework, higher education institutions across the UAE will be evaluated primarily on what students achieve after graduation-particularly employment outcomes and learning outcomes-each carrying a 25% weight.
This marks a clear move away from traditional input-based metrics toward workforce-aligned performance indicators. Industry collaboration (20%), research outcomes (15%), reputation (10%), and community engagement (5%) complete the evaluation structure, reinforcing the growing emphasis on employability and industry relevance.
The framework introduces 24 key performance indicators (KPIs), enabling universities to track graduate success, benchmark outcomes, and continuously improve through data-driven insights. A new “Future Readiness” component further assesses how effectively institutions prepare students for evolving labour market demands, including integration of AI-enabled learning and alignment with emerging skills.
MoHESR’s approach reflects a broader national priority to strengthen workforce readiness by ensuring academic programmes translate into job-relevant capabilities. The system also encourages sustained performance, with several KPIs measured through multi-year averages rather than short-term results.
The rollout has been shaped through collaboration with the sector, including technical workshops involving over 700 representatives from UAE universities. These sessions aimed to standardise KPI definitions and enhance institutional self-assessment practices.
Aligned with the UAE’s Zero Government Bureaucracy programme, the updated framework streamlines evaluation processes while improving data governance. The Ministry will continue supporting universities through capacity-building initiatives, with the broader goal of enhancing graduate employability and positioning the UAE as a globally competitive talent hub.
