GURGAON: MCG engineers facing disciplinary proceedings over alleged irregularities in the Rs 117-crore legacy waste remediation work at Bandhwari have defended the decision to float tenders without administrative approval, saying the move was taken under emergency conditions and in compliance with directions from higher authorities.In a representation to ULB department, the engineers have sought withdrawal of the proposed chargesheets, arguing that the tendering process was initiated to meet the NGT-mandated deadlines. This comes months after the ULB department initiated disciplinary proceedings under Rule 7 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016, against senior MCG officials for allegedly executing work without administrative approval. ULB had directed the MCG in Dec 2025 to submit draft chargesheets against the officials.In their submission, the engineers said the decision must be viewed in the context of ongoing proceedings before the NGT. They pointed out that MCG was directed by the tribunal to process the entire legacy waste at the site by Dec 31, 2024. “We are going to submit the chargesheets within 10 days,” said commissioner Pradeep Dahiya.According to data cited in the letter, nearly 14 lakh MT of unprocessed waste required processing at the landfill in Bandhwari. The engineers also referred to the termination of the contract with the city’s previous solid waste management firm Ecogreen, which halted waste remediation work at the landfill.According to the engineers, the then chief secretary was reviewing the situation weekly and had directed that proposals be processed without delay and all proposals be deemed “in-principally approved from HQ”.Further, the submission states that MCG initially considered enhancing the scope of work of two contractors for processing 7 lakh MT of waste.
