The verification process of voter discrepancies in Delhi is nearing completion with 94% resolved.

NEW DELHI: More than 94% of the 33.1 lakh people who received SIR notices in Delhi for discrepancies have been verified and will be included in the final voter list. The remaining 6% of cases are being processed.

The final electoral roll is set to be published on December 4.

The names of these voters were included in the draft list released on Aug 31 during the special intensive revision exercise, but were sent notices due to “logical discrepancies” in the entries, or because they were unmapped to the 2002 SIR. Of the 33.1 lakh notices, 13.8 lakh were for being unmapped, and 19.3 lakh over discrepancies, officials said.SIR began in Delhi on June 30. At the time, there were 1.45 crore voters on the rolls. On Aug 31, the office of the Delhi chief electoral officer (CEO) released the draft SIR roll which had 97.5 lakh voters. The names of 47.6 lakh voters – one in three – had been deleted under the absent, shifted, dead or duplicate categories.Since the publication of draft rolls, only 2.7 lakh people have filled Form 6, which is the only avenue for inclusion of names in the electoral rolls. These include first-timers and those among the 46.7 lakh left out of the draft rolls.“Out of 97.5 lakh electors in the draft roll, 33.1 lakh were sent notices. Of these, 13.8 lakh were unmapped to the SIR in 2002. The remaining 19.3 lakh electors got notices for logical discrepancies identified by the system,” the CEO’s office said.As of Oct 26, a total of 31.2 lakh (around 94%) notices have been disposed of and parked for inclusion in the final electoral rolls. “As regards cases under logical discrepancy (19.3L), all notices have been generated. In light of ECI’s instructions, EROs and AEROs have collected documents and around 19 lakh (98%) cases have been resolved and parked for inclusion in the final roll,” the CEO office said. All notices are to be disposed of by Nov 30.The notices had drawn criticism, since the recipients included CM Rekha Gupta, her predecessor Arvind Kejriwal, external affairs minister S Jaishankar, and BJP veteran L K Advani, among others. The Delhi CEO office has held more than 1 lakh special camps across 14,947 polling stations on seven days to maximise voter enrolment. At these camps, held between Sept 20 and Oct 25, 36,305 forms were received. Of these, 25,255 were Form 6 applications for inclusion of names.Special camps were organised at colleges, universities and other educational institutions, receiving 1,987 forms, while 557 forms were collected through camps for homeless people, transgender persons and sex workers. Camps were organised for people displaced by demolitions in areas including Bela Estate, Jailorwala Bagh, Narela, Bawana, Mangol Puri and Wazirpur industrial area. Since publication of the draft electoral roll on Aug 31, a total of 3.9 lakh forms have been received till Oct 26.Of these, 2.7 lakh are for new enrolment (Form 6). Over 1 lakh are for corrections (Form 8) and 20,074 were applications for objections and removal. The final roll is scheduled to be published on Dec 4.“A special drive is also underway to identify eligible voters left out of the draft roll, with booth-level officers conducting door-to-door visits to assist them with enrolment. Grievance redressal helpdesks have been set up at district and assembly constituency levels,” said an official.
