Srinagar, Oct 05: The Union Territory government has amended the Jammu and Kashmir School Education Rules, 2010, making safety-related certifications mandatory for schools covering traffic compliance, building standards, fire safety and the safe handling of laboratory chemicals.
The amendments were notified by the School Education Department through an order dated October 5, 2026, issued under Section 29 of the Jammu and Kashmir School Education Act, 2002.
Under the amended Rule 4, schools will be required to submit a self-attested certificate confirming compliance with traffic rules, including measures taken or to be taken to ensure the safety of students.
The amended rules also require schools to submit a self-attested certificate confirming that their buildings have been constructed in accordance with applicable building laws and prescribed norms, with necessary safety measures in place to prevent mishaps.
Schools will also be required to certify that necessary fire-safety equipment has been installed in their buildings.
In addition, where chemicals are kept in school laboratories, the concerned school will have to certify that the chemicals have been safely stored in accordance with the directions of the Supreme Court and other courts from time to time.
The government has also omitted several provisions under Rule 6(1), including specified sub-clauses under clauses (a), (b), (c), (d) and (e), besides removing sub-clauses (2), (3) and (4) under clause (f).
