Patna: Chief Justice of India (CJI) Justice Surya Kant will inaugurate the country’s first victim rights centre at Bihar State Legal Services Authority (BLSA) in Patna on Saturday.The pilot project aims to ensure that victims receive all legal entitlements through a single-window mechanism, eliminating the need to approach multiple agencies. A transgender helpline will also be launched and a fleet of multi-utility vehicles flagged off.BLSA officials said the centre will maintain a single record for each victim. It will coordinate with relevant agencies and monitor cases until relief is secured or the victim seeks closure. Victims will no longer have to repeatedly narrate the same incident before different authorities.The centre will function under fixed internal timelines and remain accountable to Authority for timely delivery of services. A case will be closed only after relief has been granted and verified, or if the victim formally seeks closure.The initiative, conceived under the guidance of Patna high court Chief Justice V Kameswar Rao and BLSA Executive Chairperson Justice Sudhir Singh, will operate from existing BLSA premises using available staff and resources. Officials said no new legislation is required for its functioning.The centre will work closely with police, hospitals, Child Welfare Committees, One Stop Centres, govt departments and other organisations involved in victim support to ensure delivery of benefits and services.The transgender helpline is aimed at providing legal assistance and support to members of the transgender community, while the new fleet of vehicles is expected to strengthen outreach and service delivery across the state.
