Srinagar, Sep 12: BRICS countries have strongly condemned the Pahalgam terror attack of April 22, 2025, in which 26 people were killed and many others injured, while reaffirming their commitment to combating terrorism in all its forms and manifestations.
In a strong message against terrorism, the grouping called for zero tolerance towards terror and stressed that those involved in terrorist activities and their support must be held accountable and brought to justice in accordance with relevant national and international law.
“We express strong condemnation of any acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomsoever committed. We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured,” an official statement said.
BRICS reaffirmed its commitment to combating terrorism, specifically highlighting the need to tackle the cross-border movement of terrorists, terrorism financing and safe havens.
“We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens,” it said.
The grouping also stressed that terrorism must not be linked to any particular religion, nationality, civilisation or ethnic group, while calling for accountability of all those involved in terrorist activities and their support.
“We reiterate that terrorism should not be associated with any religion, nationality, civilization or ethnic group and that all those involved in terrorist activities and their support must be held accountable and brought to justice in accordance with relevant national and international law,” the statement said.
BRICS further urged the international community to maintain zero tolerance towards terrorism and rejected what it described as double standards in countering the global threat.
“We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism,” it said.
The grouping also underlined the primary responsibility of States in combating terrorism and said global counter-terrorism efforts must remain consistent with international law.
“We emphasise the primary responsibility of States in combating terrorism and that global efforts to prevent and counter terrorist threats must fully comply with their obligations under international law, including the Charter of the UN, in particular the purposes and principles thereof, and relevant international conventions and protocols, in particular international human rights law, international refugee law and international humanitarian law, as applicable,” the statement said.
BRICS welcomed the activities of its Counter-Terrorism Working Group (CTWG) and its five Subgroups, which function under the BRICS Counter-Terrorism Strategy, the BRICS Counter-Terrorism Action Plan and the CTWG Position Paper.
“We welcome the activities of the BRICS Counter-Terrorism Working Group (CTWG) and its five Subgroups based upon the BRICS Counter-Terrorism Strategy, the BRICS Counter-Terrorism Action Plan and the CTWG Position Paper. We look forward to further deepening counter-terrorism cooperation,” it said.
The grouping also called for an early conclusion and adoption of the Comprehensive Convention on International Terrorism under the United Nations framework.
“We call for an expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism in the UN framework. We call for concerted actions against all UN-designated terrorists and terrorist entities,” the statement said.
BRICS further highlighted the importance of countering extremism and radicalisation, particularly among younger generations, and called for greater cooperation among member countries and their competent authorities.
“We also emphasise the importance of countering extremism and radicalisation specially among the younger generations, and further stress the need to enhance cooperation among the BRICS countries and their competent authorities, including through sharing of best practices,” it said.
The strong wording of the statement places the Pahalgam attack within a broader BRICS commitment to combating terrorism, while highlighting cross-border movement of terrorists, terror financing, safe havens and radicalisation as key areas requiring coordinated international action.
