Srinagar, Sep 03: The Jammu and Kashmir Health and Medical Education Department has accorded sanction to the appointment of 480 Medical Officers (Allopathic) in J&K Health and Family Welfare (Gazetted) Service, following completion of their character and antecedents’ verification.
The appointments have been made against the Medical Officer posts referred by Health and Medical Education Department to the J&K Public Service Commission (JKPSC) in December 2025. The JKPSC had forwarded a selection list of 416 candidates to the department in May and June this year.
According to the appointment order, character and antecedents verification reports from the J&K Criminal Investigation Department (CID) have so far been received for 335 selectees, paving the way for their appointment.
The appointed Medical Officers will be placed in Level-9 of the pay matrix (Rs 52,700–1,66,700) and will have to submit their joining reports physically before the Health and Medical Education Department at Civil Secretariat in Jammu/Srinagar within 21 days of issuance of the order.
The order makes it clear that failure to join within the stipulated period will result in cancellation of the appointment ab initio without any further notice.
A key condition of the appointment is that the selected doctors will not be permitted to continue PG or tenure postings such as Senior Residency, Junior Residency, Registrarship, Demonstratorship, Tutorship or Fellowship.
The appointees will have to choose between accepting the Medical Officer appointment or opting out to pursue higher studies or training. In case a candidate opts out, the department may consider candidates from the waiting list for appointment.
The government said the restriction was necessary in view of earlier recruitments, where a substantial number of selected doctors were pursuing PG or tenure postings. This resulted in sanctioned posts remaining physically vacant and adversely affected the availability of doctors, particularly in rural and peripheral health institutions.
The appointment order also refers to a State Administrative Council decision of November 14, 2018, under which future selections and appointments of Medical Officers were to be made subject to the condition that selectees would not be allowed to continue PG or tenure postings after appointment.
They will also have to submit affidavits attested by a First Class Judicial Magistrate confirming compliance with the terms of appointment. The order states that submission of fake or forged qualification, date-of-birth or category certificates would lead to cancellation of appointment and legal action.
The doctors will remain on probation for two years, while their inter-se seniority will be determined according to the merit secured in JKPSC selection list. Their appointments will also be governed by the New Pension Scheme notified under SRO-400 of 2009.
The order further requires the appointees to declare that they are not undergoing any higher study or training course. If it is subsequently found that an appointee continues to remain on the rolls of any medical college within or outside J&K, the appointment may be cancelled and criminal proceedings initiated under relevant provisions of law.
