Since 2017, Uttar Pradesh has made a determined effort to address one of the most fundamental challenges facing its agricultural economy—reliable access to water. The completion of 29 major irrigation projects, along with 16 medium and six small projects, has helped expand irrigation capacity and bring long-awaited relief to millions of farmers. The completion of landmark initiatives such as the Saryu Nahar National Project has demonstrated the transformative impact of finally operationalising infrastructure that had remained incomplete for decades. (BOX)Following advent of Yogi government in 2017, Uttar Pradesh has witnessed one of the most significant transformations in its irrigation and water-management infrastructure. For a predominantly agrarian state, where the livelihood of millions of families depends directly or indirectly on agriculture, access to reliable irrigation is not merely an infrastructure issue—it is central to food security, rural prosperity, agricultural productivity and economic development.For decades, Uttar Pradesh possessed enormous agricultural potential but faced an equally serious challenge: the uneven availability of water. While some parts of the state had relatively well-developed canal networks and groundwater resources, large areas—particularly in Bundelkhand and eastern Uttar Pradesh—remained dependent on the uncertainty of the monsoon. Numerous irrigation projects were conceived, sanctioned and even partially constructed, but remained incomplete for years, and in some cases for decades. Escalating costs, administrative delays, funding constraints and lack of coordinated execution prevented these projects from delivering their intended benefits.Since 2017, however, irrigation development has emerged as a major component of the state’s agricultural transformation. The focus has been on completing long-pending projects, expanding the reach of assured irrigation, rehabilitating and modernising canal systems, promoting micro-irrigation and encouraging more efficient use of every available drop of water.The results have been substantial. The total irrigated area of Uttar Pradesh is estimated to have increased from around 8.258 million hectares in 2017 to approximately 13.3 million hectares, extending irrigation coverage to nearly 86 per cent of the state’s cultivable land. Alongside this expansion, the completion of major, medium and small irrigation projects has brought water to regions that had waited generations for dependable irrigation facilities.This transformation represents a shift from agriculture dependent primarily on rainfall to agriculture increasingly supported by assured and planned water availability.Long-pending projects completedOne of the most important features of Uttar Pradesh’s irrigation strategy since 2017 has been the determination to complete projects that had remained unfinished for years. Infrastructure projects are particularly vulnerable to delays. When a dam, canal or irrigation network remains incomplete, the money already spent often fails to generate any meaningful benefit. At the same time, farmers continue to face drought, crop losses and uncertainty. The cost of construction also rises with every passing year. The renewed emphasis on execution sought to change this situation.Over the last several years, Uttar Pradesh has completed around 29 major irrigation projects that had been delayed or stalled for long periods. These projects have together increased irrigation capacity by more than 19 lakh hectares and are reported to have directly benefited over 43.5 lakh farmers across different parts of the state.The transformation has not been limited to large projects alone. Sixteen medium-scale and six small-scale irrigation projects have also been completed, bringing water to farming communities that may not be covered by large canal networks. This multi-layered approach is important because agricultural geography varies enormously across Uttar Pradesh. A major river-linking project may transform an entire region, while a smaller dam, reservoir, canal or sprinkler system can be equally important for villages in water-stressed areas.The underlying objective has been clear: irrigation infrastructure should reach both major agricultural belts and smaller, geographically disadvantaged farming communities.Saryu Nahar National ProjectThe Saryu Nahar National Project stands out as one of the most important symbols of Uttar Pradesh’s irrigation transformation. Originally conceived decades ago, the project remained incomplete for nearly four decades. Farmers in eastern Uttar Pradesh continued to wait for the water that the project was designed to deliver.By the time the project was completed and inaugurated in December 2021, it represented not only the completion of an engineering undertaking but also the resolution of a long-standing development challenge.The Saryu Nahar National Project is a vast irrigation network that interlinks the waters of five rivers—the Ghaghara, Saryu, Rapti, Banganga and Rohini. Through an extensive system of canals and associated infrastructure, the project was designed to bring assured irrigation to a large agricultural region of eastern Uttar Pradesh.Its impact extends across nine districts and covers more than 14 lakh hectares of agricultural land. Around 29 lakh farmers are expected to benefit from the availability of more dependable irrigation. The importance of this project goes far beyond the construction of canals.For farmers dependent on rainfall, delayed or insufficient monsoon rains can mean lower yields, crop damage and financial distress. Assured irrigation gives cultivators greater control over agricultural planning. Farmers can make decisions based not only on rainfall forecasts but on the availability of water through a structured irrigation network.Reliable water can also enable multiple cropping, improve crop productivity and encourage farmers to diversify towards crops that may require more carefully managed irrigation. Vegetables, horticulture, fodder and other higher-value agricultural activities become more feasible when farmers have greater confidence in water availability. The completion of the Saryu Nahar project therefore demonstrates how the revival of an old infrastructure project can have a direct impact on the rural economy.Bansagar Canal ProjectAnother important achievement has been the completion and operationalisation of the Bansagar Canal Project and associated irrigation infrastructure. The broader objective of such projects is to ensure that regions with agricultural potential are not constrained simply because water resources cannot reach farms at the required time. Canal networks help transport water across large areas, reducing excessive dependence on individual groundwater sources.For a state as agriculturally diverse as Uttar Pradesh, expanding canal irrigation has strategic importance. It provides an alternative to excessive groundwater extraction and helps establish a more balanced irrigation system. The Bansagar system has contributed to strengthening irrigation facilities in areas that previously faced limitations in accessing reliable water. Its completion is part of a larger effort to convert previously underutilised agricultural potential into productive farmland.Bundelkhand: Bringing water to a historically water-stressed regionPerhaps nowhere has the importance of irrigation development been more evident than in Bundelkhand. The region has historically faced recurring drought conditions, erratic rainfall and serious water scarcity. Agriculture in several parts of Bundelkhand has been vulnerable to the failure of the monsoon. Farmers have often faced the difficult challenge of cultivating crops with limited access to assured irrigation.The government’s strategy for the region has therefore placed considerable emphasis on dams, canals, reservoirs, water conservation structures and modern irrigation technology.The Arjun Sahayak Canal Project has emerged as one of the significant interventions in this direction. The project is intended to improve irrigation access and strengthen agricultural productivity in the Bundelkhand region. Similarly, projects such as the Lahchura Dam and Pahari Dam have contributed to the expansion of water storage and irrigation infrastructure.The importance of these projects lies in the fact that Bundelkhand requires a different irrigation strategy from the relatively water-rich plains of eastern Uttar Pradesh. Large-scale canal systems are important, but they must be supplemented by local water storage, efficient distribution and conservation. The objective is not simply to bring more water into the region but to ensure that available water is stored, managed and distributed efficiently.For farmers in drought-prone areas, the availability of irrigation can transform the economics of agriculture. A field that was previously cultivated only during the monsoon season may become capable of supporting additional crops. Improved water availability can also encourage horticulture, vegetable cultivation, livestock-related agriculture and other diversified economic activities.From conventional irrigation to water efficiencyThe irrigation transformation in Uttar Pradesh is not limited to building dams and canals. An equally important part of the strategy has been the increasing emphasis on efficient water use.Traditional flood irrigation can result in significant wastage of water. In areas facing groundwater stress or limited rainfall, the efficient use of water becomes essential. This has led to greater emphasis on micro-irrigation systems such as drip and sprinkler irrigation. Under these systems, water can be delivered more directly and efficiently to crops. Drip irrigation provides controlled quantities of water near the root zone, while sprinkler systems distribute water in a more regulated manner than conventional flooding.The benefits are particularly important for horticulture, vegetables, fruit cultivation and water-sensitive regions. Projects such as the Kulpahad Sprinkler Project and the Masgaon and Chilli Sprinkler Irrigation Project represent this shift towards more modern irrigation methods.Such initiatives demonstrate a broader change in thinking. The future of irrigation cannot be based only on increasing the quantity of water supplied. It must also focus on how effectively that water is used. The guiding principle is increasingly becoming: more crop per drop.Expanding irrigation and reducing agricultural iskThe expansion of irrigation coverage has a direct relationship with reducing agricultural risk. Rain-fed farming is inherently uncertain. Farmers may invest in seeds, fertilisers, labour and other inputs, only to face losses if rainfall is delayed or inadequate. Climate variability has made this challenge even more significant.Assured irrigation reduces dependence on unpredictable weather patterns. It allows farmers to plan their agricultural operations with greater confidence. Timely irrigation is particularly important during critical stages of crop growth. Even when rainfall occurs during a season, it may not arrive at the precise time required by the crop.Irrigation infrastructure therefore acts as a form of agricultural security. When farmers have access to reliable water, they can adopt improved seeds, modern agricultural practices and more productive cropping systems with greater confidence. The impact can extend beyond crop production to rural incomes, employment and local economic activity.The increase in irrigated land from approximately 8.258 million hectares in 2017 to around 13.3 million hectares represents a major expansion in the agricultural security net of the state.Crop diversificationReliable irrigation also supports crop diversification. A farmer dependent solely on rainfall may prefer traditional crops that involve lower water-management risk. But when irrigation becomes available, opportunities expand.Farmers can consider vegetables, fruits, floriculture, fodder crops and other higher-value agricultural activities. Horticulture can be particularly important because it has the potential to generate higher income from smaller landholdings. The availability of water can also support dairy and livestock activities by improving fodder cultivation.Thus, irrigation development is connected with a much broader rural transformation. A canal, reservoir or sprinkler system does not merely increase the supply of water. It can change the entire agricultural decision-making process.The role of small and medium irrigation projectsWhile mega-projects often receive the greatest public attention, smaller irrigation projects are equally important. A medium or small project can transform a cluster of villages by providing water where a large canal network may not be economically or geographically feasible.The completion of 16 medium and six small irrigation projects demonstrates the importance of decentralised infrastructure. Local water bodies, minor canals, check dams, reservoirs and community-level irrigation systems can provide critical support to farmers. These projects also help strengthen resilience because water management does not depend entirely on one large infrastructure network.In water-stressed regions, decentralised storage can help capture rainfall and reduce the loss of water through rapid runoff. The future of irrigation in Uttar Pradesh is therefore likely to depend on a combination of large-scale infrastructure and local water-management systems.Irrigation and groundwater sustainabilityAnother major challenge for Indian agriculture is excessive dependence on groundwater. Tube wells have played an important role in the agricultural development of Uttar Pradesh. However, uncontrolled extraction can place pressure on underground water resources.Expanding canal irrigation and promoting micro-irrigation can help create a more sustainable balance. Surface water infrastructure can reduce the need for farmers to depend exclusively on groundwater. At the same time, efficient irrigation techniques can reduce the amount of water required for cultivation.The long-term challenge is to create an integrated water-management system involving canals, reservoirs, groundwater recharge, rainwater harvesting and efficient irrigation technologies. The state’s growing emphasis on water conservation is therefore an important complement to its irrigation infrastructure programme.From delayed infrastructure to development outcomesOne of the strongest lessons from Uttar Pradesh’s irrigation experience since 2017 is the importance of completing infrastructure. A project under construction does not irrigate a single field. A half-built canal does not protect a farmer from drought. The real value of public investment emerges only when infrastructure becomes operational and begins delivering services.The completion of long-pending projects has therefore changed the development landscape in several regions. Projects that had remained symbols of delay have been converted into working agricultural infrastructure. Farmers who had waited years for irrigation facilities are now connected to systems designed to provide more dependable water.This transformation also illustrates the importance of monitoring, financial management and time-bound execution in public infrastructure.A new agricultural water security frameworkThe irrigation expansion since 2017 is gradually creating a stronger water-security framework for Uttar Pradesh.The approach combines several elements:

Water distribution must be equitable and timely. Modern irrigation technology must become affordable for small and marginal farmers. Groundwater must be protected, and local water bodies need continuous rejuvenation.Climate change will make water management even more important in the coming decades. Periods of intense rainfall may alternate with longer dry spells. This makes the ability to store water during periods of abundance and distribute it during periods of scarcity increasingly critical. The next phase of Uttar Pradesh’s irrigation transformation will therefore need to focus not only on creating more infrastructure but also on improving the management of existing systems.Digital monitoring, scientific water budgeting, remote sensing, efficient canal operations and wider adoption of micro-irrigation can all contribute to this objective.The increase in irrigated land—from approximately 8.258 million hectares to around 13.3 million hectares—reflects the scale of this transformation.
