New Delhi: In a move that could boost the tourism and hospitality sectors, Master Plan for Delhi (MPD) 2047 has opened up more space for related projects in industrial and wholesale areas to transport hubs and transit-oriented development (TOD) nodes.The plan lays down a long-term economic and institutional framework to transform Delhi into a globally competitive, environmentally resilient and inclusive city, said officials.According to MPD 2047, hotels, budget hotels, service apartments, guesthouses and other lodging facilities will be permitted not only in designated hotel-use zones but also in commercial centres, convention and socio-cultural centres, commercial areas planned within industrial areas, wholesale markets, integrated freight complexes and under warehousing schemes.Such facilities will also be allowed at transport nodes such as ISBTs/bus depots, multi-modal hubs, railway stations, airport and TOD areas, and other use zones that already exist and where building plans are approved by the competent authority, it adds.MPD 2047 states that the hotel may also be developed through use conversion of industrial plots with access from a minimum 24m right of way. “Budget hotels may also be developed on minimum 12m right of way. Uses such as guesthouses, boarding & lodging facilities shall also be permitted as part of mixed use in residential areas.”The policy has provided room for bed & breakfast (B&B) facilities, which will be permitted as per guidelines of the tourism department of the central/state govt. The plans comes at a time when Delhi govt is reworking the regulatory framework for B&B facilities. Delhi Assembly recently repealed the nearly two-decade-old law governing such establishments after a fire at a B&B in Malviya Nagar in June claimed 21 lives.The tourism department has already put the draft Delhi Bed & Breakfast Policy 2026 in the public domain. The proposed framework seeks to replace the old regime with a more flexible system while retaining safety and regulatory safeguards. It proposes, among other things, Gold and Silver categories for B&B units based on room standards, sanitation, safety and service quality.
