Prayagraj: Following the UP govt’s decision to implement the Birth and Death Registration Rules, 2026, all gram panchayats of Prayagraj and local civic authorities have begun preparations to enforce the new provisions aimed at making the registration process more transparent, efficient and time-bound.The revised rules, which have already been circulated among the authorities concerned, introduce significant changes in the procedures related to registration, issuance of certificates, correction of records and the payment of late fees.Under the new guidelines, information regarding a birth or death must be submitted to the designated authority within 21 days through the prescribed forms. Applicants will be required to provide details such as the person’s name, the date of birth or death and the complete residential address in the prescribed format.After the registration process is completed, the birth or death certificate will be issued electronically or through other authorised means within 30 days. If the applicant fails to collect the document, it will be sent to the registered address within the next 15 days.The new rules also lay down provisions for delayed registration. A fee of Rs 50 will be charged for registrations completed between 30 days and one year after the event. In cases where the delay exceeds one year, the applicant will have to obtain permission from a competent magistrate and deposit a fee of Rs 100.District panchayat raj officer (DPRO), Ravi Shankar Dwivedi said the rules would also allow parents to register the names of newborn children within 12 months if the name had not been mentioned at the time of registration.Authorities have fixed the fee for searching records at Rs 20 per year, while obtaining an additional copy of a certificate will cost Rs 50. A certificate confirming the non-availability of a record will be issued on payment of Rs 20.The new rules also declare birth and death registers as permanent records, while medical certificates stating the cause of death will have to be preserved for at least five years.
