Beti Bachao Beti Padhao (BBBP) in Uttar Pradesh is the state-level implementation of the national flagship scheme launched in 2015 to improve the child sex ratio, prevent gender-biased sex selection, and promote girls’ education and empowerment.In UP, the scheme was initially rolled out in low sex-ratio districts and later expanded to all 75 districts. It has been integrated with the state’s Mission Shakti campaign for women’s safety, self-reliance, and respect. Key complementary initiatives include the Chief Minister Kanya Sumangala Yojana, which provides financial support to girl children from birth through higher education, along with awareness drives, institutional delivery incentives, and convergence with schemes like nutrition support and school enrolment programs.These efforts have contributed to incremental improvements in Uttar Pradesh’s Sex Ratio at Birth (from around 879 in NFHS-4 to 903 in NFHS-5) and higher girls’ enrolment at primary and secondary levels.Since assuming office in 2017, chief minister Yogi Adityanath has championed BBBP as a core pillar of his vision for women-led development and a self-reliant Uttar Pradesh. He has consistently linked the scheme with broader empowerment measures under Mission Shakti (launched in multiple phases), emphasising zero tolerance for crimes against girls, financial security from birth, and educational access without discrimination.Yogi Adityanath’s approach focuses on behavioural change through massive awareness campaigns, strict enforcement against female foeticide, and convergence of schemes like Kanya Sumangala with health, education, and labour welfare programs.
1. Eligibility Criteria
The scheme (primarily through Mukhyamantri Kanya Sumangala Yojana linked with BBBP) is open to girl children born on or after 1 April 2019 in Uttar Pradesh. The family must be a permanent resident of UP with proof of residence (Ration Card, Aadhaar, Voter ID, etc.) and annual family income not exceeding Rs 3 lakh.Benefits are available for a maximum of two girl children per family (with relaxations for twins or adopted girls); the family should ideally have no more than two children overall.
2. Key Benefits
The scheme provides a total financial package of up to Rs 25,000 per eligible girl child in six instalments from birth till graduation/post-graduation or diploma courses.Instalments are linked to milestones: birth registration, immunisation, school enrollment, Class 6/10/12 completion and higher education entry. It aims to promote survival, protection, education, and empowerment of the girl child while improving the sex ratio and discouraging gender-biased practices.
3. How to Apply
Online Application: Visit the official portal mksy. up. gov. in, register/login, fill the application form with girl child and parent details, and submit.Documents required are the girl’s birth certificate, Aadhaar cards of the girl/parents, income certificate, residence proof, bank account details (linked to Aadhaar), and passport-size photos.Applications can also be submitted through Common Service Centres (CSC), Anganwadi centres, or District Women & Child Development offices. Benefits are transferred directly to the beneficiary’s bank account via DBT.
Achievements of the scheme
1) Improvement in Sex Ratio at BirthUttar Pradesh has witnessed a notable rise in Sex Ratio at Birth (SRB), improving from around 879 in NFHS-4 (2015-16) to 903 in NFHS-5 (2019-21), with further positive trends reported in subsequent years through sustained implementation.The scheme, expanded to all 75 districts and integrated with Mission Shakti, has driven awareness campaigns, strict enforcement against sex-selective practices, and convergence with health and nutrition programs, contributing to better survival rates for girl children and a gradual shift in societal attitudes.2) Enhanced Girls’ Education and EmpowermentSignificant increase in girls’ Gross Enrollment Ratio (GER) at primary, upper primary, and secondary levels, supported by financial incentives under the linked Mukhyamantri Kanya Sumangala Yojana, which has benefited over 27 lakh girls with more than Rs674 crore disbursed till mid-2026.The scheme has promoted milestone-linked support from birth to higher education, reduced dropouts, encouraged institutional deliveries, and fostered large-scale awareness activities (over 13,600 in recent years), empowering girls and aligning with Yogi Adityanath’s vision of women-led development.
