BHUBANESWAR: Former IAS officer Sujata Rout Karthikeyan formally joined the Biju Janata Dal (BJD) on Thursday, with party president and former Odisha chief minister Naveen Patnaik welcoming her into the party.Addressing the media after her induction at Sankha Bhawan, the BJD headquarters, Patnaik said Karthikeyan had joined the party as a primary member and expressed confidence that she would strengthen the party’s efforts to serve the people.“She has been an IAS officer and held several important positions, including her last assignment, where she looked after many women of our state. I am confident that with her experience, she will contribute significantly, especially towards empowering women,” he said.Patnaik also sought to put speculation to rest by asserting that he would continue to lead the BJD in the next elections, amid talk that Karthikeyan could be groomed for a larger political role.Karthikeyan, thanking the party leadership, said she was looking forward to continuing her public service under Patnaik’s leadership.“With the grace of Lord Jagannath and blessings of the people of Odisha, I shall continue to work for Odisha and the people with complete dedication and commitment,” she said, adding that her entry into politics was an extension of her decades-long work in governance.
Who is Sujata Rout Karthikeyan?
An IAS officer of the 2000 batch, Sujata Rout Karthikeyan, resigned from the civil services on March 13, 2025, after a 24-year administrative career in Odisha.A native of Kendrapara district, she is widely known for her work in social welfare, particularly programmes focused on women, children, and marginalised communities.She holds a Bachelor’s degree in Political Science from Lady Shri Ram College, University of Delhi, where she was a university topper, and a Master’s degree in International Politics from Jawaharlal Nehru University (JNU).During her training at the Lal Bahadur Shastri National Academy of Administration, she received the Ashok Bamawale Award for Best Officer Trainee.
Administrative journey and key initiatives
During her career, Karthikeyan held several key positions across the state. As the collector of Sundargarh district, she introduced a bicycle distribution scheme for schoolgirls through bank sponsorship to curb dropout rates among tribal students, an initiative that was later expanded statewide.She also promoted sports, particularly hockey, among rural youth and supported the development of sports infrastructure in the district.In 2006, she introduced eggs into the Mid-Day Meal scheme in Sundargarh, a move that was subsequently adopted by the Odisha government across the state.She later became the first woman collector of the Cuttack district.As director of social welfare, she played a crucial role in launching the Mamata Scheme, a maternity benefit programme aimed at supporting pregnant women and young mothers.She was also closely associated with Mission Shakti, one of the flagship initiatives of the Naveen Patnaik government, which expanded significantly during her tenure to strengthen women’s self-help groups through credit support, entrepreneurship promotion, and economic linkages.Karthikeyan also served briefly as secretary of culture and was instrumental in organising the first World Odia Language Conference in Bhubaneswar, which brought together scholars, members of the Odia diaspora, and students from across India and abroad.
Political context
Karthikeyan’s entry into active politics comes months after her husband, VK Pandian, a bureaucrat-turned-politician and close aide of Naveen Patnaik, announced his withdrawal from active politics following the BJD’s defeat in the 2024 Lok Sabha and assembly elections.While Pandian stepped away, Karthikeyan continued in the bureaucracy before resigning around nine months after the BJP formed the government in Odisha.Her induction into the BJD had earlier sparked internal debate, with some senior leaders opposing her entry and linking Pandian to the party’s electoral setback.On Thursday, however, the party leadership projected her joining as a step aimed at strengthening its organisational and social outreach, particularly among women.(With agency inputs)
