Mumbai: Three companies have expressed interest in redeveloping more than 100 acres of prime land around Gilbert Hill in Andheri, officials familiar with the matter told Hindustan Times.

The Slum Rehabilitation Authority (SRA) on Thursday opened technical bids submitted by the three companies – JSW Realty and Infrastructure Private Limited, Reliance 4IR Realty Development Limited and Shapoorji Pallonji Real Estate Private Limited.
“The three submissions will now undergo scrutiny. Financial tenders will be opened at a later date,” an SRA official said.
A developer for the project will be appointed based on the percentage of the ready reckoner rate for land that bidders are willing to pay as premium to the SRA. The minimum threshold has been set at 10%.
JSW and Reliance had earlier submitted bids for cluster redevelopment of Sardar Vallabhbhai Patel Nagar in Andheri West, initiated by the Maharashtra Housing and Area Development Authority (Mhada). Technical bids for the project, spread over 73.89 acres, were opened on Tuesday and a consortium led by JSW Steel emerged as the winner. The consortium, Hanura Realty (a subsidiary of JSW Steel), includes Chandak Realtors, Premsagar Infra Realty and Vantier Realty.
The 101.36-acre land parcel around Gilbert Hill, a 66-million-year-old monolith, stretches from Juhu Lane (CD Barfiwala Road) to JP Road near the Hansraj Morarji Public School. The site currently has 13,634 slum tenements, some SRA buildings, a private hospital, a police station, a civic market, a retail market, educational institutions, and government offices.
Redevelopment of the prime land will be undertaken under the construction-and-development agreement model, wherein existing inhabitants will be rehabilitated on-site, the state government will receive a share of the housing stock, and the developer will be allowed to sell the remaining stock in the open market.
The appointed developer will have to construct 561 tenements measuring 300 sq ft each for existing residents. The developer must deposit ₹1,050 crore with the SRA towards transit rent for three years, at ₹20,000 per month per tenement, whereas eligible slum residents will have to pay a one-time shifting charge of ₹15,000.
The project will be executed as per provisions of the Development Control and Promotion Regulations (DCPR) 33(10) and other relevant regulations, including under the slum cluster redevelopment scheme approved in November 2025.
