Chandigarh: The Haryana Human Rights Commission has taken serious note of the extremely alarming and inhuman condition of Govt Primary Schools in Nuh district and has initiated suo motu proceedings in the matter.The commission has taken this action on the basis of news reports published on May 6, 2026. The Haryana Human Rights Commission observed that the conditions described in the news reports are extremely grave and prima facie amount to a direct violation of children’s right to education, right to health and right to live with dignity. According to the facts placed before the commission, comprising chairperson Justice Lalit Batra and members Kuldip Jain and Deep Bhatia, several schools in the Ferozepur Jhirka area of District Nuh are functioning without proper buildings. The news reports further revealed that although 68 new schools were sanctioned in Nuh district in the year 2020, several schools have still not been provided with basic infrastructure. In its order, the Commission observed that forcing children to study in cattle sheds, open fields or dilapidated structures is not only a violation of children’s human rights but also a direct contravention of the provisions of the Right of Children to Free and Compulsory Education Act, 2009. The Act also mandates that primary schools must be located within one (1) kilometre of habitation. The Commission further observed that the prevailing conditions are inconsistent with India’s international obligations under the United Nations Convention on the Rights of the Child. In particular, Treating the matter with utmost seriousness, the Full Commission headed by Justice Lalit Batra has sought detailed reports from the concerned authorities of the Govt to submit a comprehensive report outlining policy-level decisions, allocation of funds, inter-departmental coordination and a clear time-bound action plan for ensuring proper school infrastructure and compliance with statutory norms in District Nuh.The Commission also directed the principal secretary to Govt of Haryana, School Education Department, Chandigarh, to submit a detailed departmental report indicating: Present status of infrastructure in the concerned schools.
